Baltimore’s Promise: How Data Leadership is Transforming the Future for Baltimore’s Youth

For years, Baltimore’s young people faced barriers to education and career success. While many programs aimed to help, a key problem remained: data fragmentation. Without comprehensive, integrated data, city leaders, educators, and community organizations were essentially operating in the dark, unable to pinpoint where interventions were most needed or which programs were truly making a difference.

Determined to change this, Baltimore’s Promise launched an ambitious initiative: the Baltimore City Youth Data Hub. Led by Bridget Blount and James Sadler, the project aimed to centralize and share data across schools, nonprofits, and government agencies. The vision was clear—empower decision-makers with real-time, individual-level insights to better serve Baltimore’s youth.

But building a collaborative data system required more than just technology. It demanded trust. With guidance from Actionable Intelligence for Social Policy (AISP), Baltimore’s Promise worked closely with community stakeholders—educators, policymakers, and nonprofits—to ensure that data sharing was ethical, equitable, and driven by systemic change. Together, they established guiding principles prioritizing transparency, historical context, and collective problem-solving.

Nonetheless, one major hurdle that remained was state data privacy laws. Realizing legislative approval was necessary, Baltimore’s Promise built a governance framework, secured formal data-sharing agreements, and successfully advocated for policy change. In 2022, the Maryland legislature approved the plan, clearing the way for data integration and collaboration at an unprecedented scale.

Reflecting on their journey, Bridget Blount shared three critical takeaways for organizations aiming to lead in data-driven change:
